The Role of Good Governance in Transforming Kashmir: Evaluating Policy and Public Service Shifts Post-Article 370 Abrogation

Abstract

August 2019 was a significant historical moment when Article 370 was abrogated in its political and administrative framework. While the focus of this paper is governance reforms, including those aimed at promoting transparency and accountability and ensuring efficiency, in the region following the abrogation, it pays particular attention to the role of good governance in the region’s post-abrogation development. It evaluates how these reforms have made out with the socio-economic growth, security, and political stability of Kashmir. In this study, the effects that changes in governance yield on local communities are analysed and assessed through the use of both primary and secondary sources, supported by theoretical frameworks on governance in conflict zones. Overall, this work shows a mixed impact: considerable progress toward infrastructure and public service development but persistent difficulties in building social cohesion and attending to regional security concerns.
