Digital Health and Telemedicine Adoption in Morocco: Perceptions and Economic Implications

Abstract

The adoption of digital health and telemedicine has emerged as a crucial strategy for modernizing healthcare systems and enhancing service delivery globally. This study investigates the readiness, perceptions, and economic implications of digital health solutions among healthcare professionals within Morocco’s Ministry of Health. Using a mixed-methods approach, quantitative data from structured questionnaires and qualitative insights were collected from doctors, nurses, and administrators to assess awareness, willingness to adopt digital tools, perceived barriers, and potential economic benefits such as cost reduction, improved resource allocation, and enhanced patient outcomes. Data analysis combined descriptive statistics and thematic content analysis to provide a comprehensive understanding of adoption dynamics.

Findings reveal that Moroccan healthcare professionals acknowledge the potential of telemedicine to improve healthcare delivery, particularly in rural areas, yet the transition to digital healthcare remains uneven. Significant challenges include limited technological infrastructure, disparities in ICT proficiency, insufficient training, and concerns regarding data security and reliability. Despite these differences, psychometric analysis confirms the robustness of the model, with high internal consistency, satisfactory convergent and discriminant validity, and an R² of 0.922, demonstrating that key determinants of acceptance are clearly identified. The study highlights that ICT competency, infrastructure adequacy, continuous professional development, and an appropriate regulatory framework are pivotal for successful adoption. Telemedicine emerges as a strategic lever to reduce territorial disparities and enhance overall healthcare efficiency, though its full benefits depend on coherent public policies, resource provision, and capacity-building measures. Overall, Morocco stands at a pivotal juncture where sustained investment in digital infrastructure and policy reform could enable an equitable, economically viable, and transformative shift toward a digitally empowered healthcare system.
